Federal agents who went to Robb Elementary College in Uvalde, Texas, on Tuesday to confront a gunman who killed 19 children were advised by local police to wait and not enter the school — after which determined after about half an hour to ignore that preliminary steerage and discover the shooter, say two senior federal legislation enforcement officers.
