The report stems from earlier allegations of the Trump administration downplaying Russian interference. CNN first reported in September 2020 a whistleblower grievance alleging that top political appointees in DHS repeatedly instructed career officers to modify intelligence assessments to swimsuit Trump's agenda by downplaying Russia's efforts to interfere within the US.

The whistleblower claimed that Wolf had instructed DHS officers to "cease offering intelligence assessments on the specter of Russian interference" and, instead, focus their efforts on gathering info associated to actions being carried out by China and Iran.
