Charles Montgomery Allen, 40, was arrested on suspicion of homicide, attempted homicide and other crimes, the sheriff's office stated.

“Investigators allege that Allen fired a number of random rounds at passing vehicles,” the office said. No motive has been determined.

In an announcement, Portsmouth Schools Superintendent Steve Zadravec mentioned Quarius — a 3rd grader — was vacationing along with his family in South Carolina at the time of the shooting, in keeping with NBC Boston.

“An event like this touches our neighborhood as a complete,” he said. “Our hearts are with the household as we support one another through this unbelievable tragedy.”

Portsmouth Mayor Deaglan McEachern instructed the station: "You go on trip to make reminiscences that last a lifetime along with your kids, and for this tragedy to befall this family, I used to be simply sick to my stomach."

It wasn't instantly clear whether or not Montgomery, who's being held at the Florence County Detention Center, has a lawyer to talk on his behalf.
